That's the thing, the EV had to cheat. You get $500 to spend total on the vehicle. If all $500 went into batteries, you might get a 4 kWh pack.

The only explanation I can see is that the rules allow an unlimited amount of money to be spent on safety including the fuel cell. Perhaps they regard the battery as a fuel storage cell, and therefore exempt from the $500 limit.
