The Dasher would be a good candidate.
Mechanical pump naturally aspirated diesel. Only 48hp so a hand crank starter isn't out of the question.
The Lexus Highlander rear axle adapted to it's beam axle would make a through-the-road hybrid. With a signal generator and a single contactor for a bang-bang throttle it would be a menace to society.
