A heat pump uses less power than resistance, but as the temperature drops lower, the heat pump systems add resistance heaters, so the consumption savings is in the times when it is down into the 20's or so, and then it goes up very close to a resistance heater in the teens and below.
Yes, the Spark EV actively heats and cools the battery as needed. It seemed to have any excellent BMS and I didn't see any noticeable capacity loss in the 39 months I leased it.

I suspect the very limited ID.4 options and colors will only last for the first year while cars are imported from Germany. Once the TN plant is up and running it will be easier to add more options.
