You can check you have a compatible plug near the steering wheel :

The plug must be identical, as well as the pins. Careful : this is needed but not sufficient.
But 1996 is certainly too old for a European car to be EOBD (European name for OBD2). See :

The simplest is to send a mail to telematica (European reseller) and they'll reply you quickly. See coordinates on the web site.
