Here's a weird one,
The WS12 Aerodynamic Performance literature of 2012,with Cranfield University, and Coventry University, reported that they measured total drag higher for rotating wheel in one of the MIRA wind tunnels, then got the opposite reaction in another MIRA wind tunnel.
Then, with wheel fairings of different depth, stationary wheel drag vs rotating wheel would be different or nearly identical, depending upon the fairing depth.
