1. If it's on the other side of the transformer, you would have to touch both legs to get zapped. (So, you're sorta right. GFCI won't help in that situation, though you're considerably less likely to zap yourself in the first place.)

2. If it's gone through a transformer, chances are it lowered the voltage and you don't have much to worry about.

3. It's a switch mode power supply(at least that's what I assumed when I wrote that). The rectification happens before going through the transformer.

Mmm...assumptions! Mother of all $%^&-ups!
