But as I read the order the plants were allowed to exceed pollution standards for the duration of the cold spell? What held them back then?
And it was only part of their problems of course. The gas pumps that froze could likely have been kept warm in some way without exceeding emissions standards.
The price of gas generated electricity went up to $9 per kWh during the crisis. Gas plants made millions while people died.
But at least the blame shifted from the wind turbines to the refusal to lift pollution standards on gas plants. Progress.
The question is: did the power plant managers do everything they could to avert the crisis? Or did they use the regulations as an excuse to cause a big blackout?
Are they heroes or criminals, or something in between?
