Hate to disagree, but on what used to be called star routes, the carrier is a contracted low bid position. Most I associated with were into low initial expense first, reliability second. Operating costs are deductions to income. Minivans were popular.
I really cant see my old motor pool using electric because of the end users sometimes not having the compute power to sneeze.
