The fact is that industrial hemp and the psychoactive medicinal/recreational uses are at odds with each other.
It's a single (actually two) species that can express different epigenetics [IIRC]. If you let your pot females get preggers by a hemp plant, the result is ditch-weed.
The kind ganja is sequestered in grow rooms for protection. So the green fields of hemp can flourish and co-exist.
