With most infrastructure surrounding urban centers, instead of being evenly distributed, no wonder so many people opted to live closer to their jobs at a CBD. When it comes to businesses, cutting a large chunk of their expense on a physical office has been a greater motivation to implement a home-office scheme than any concern for health.
