I think the controller thermostat is either set wrong or the tank is plumbed backwards. You should be pulling hot water off the top of the tank and that causes the top element to fire first then as it cools down the bottom the lower element should go on. Mine is wired funny since I cant run 2 elements at the same time, but I haven't run out of hot water even after dishes and 2 showers.
