Find where it's spliced in to the backup light. Cut it there. Heat shrink it, if possible. Electrical tape it off it not.

You could leave an inch or so of stub and clip the heat shrink over that. Wearing gloves, while the heat shrink is still hot, squeeze the closed end together. Done.

Use the self-sealing/waterproof heat shrink tube if you want to be extra thorough.

Not likely to cause a fire if you mess it up and it shorts out. Should blow a fuse first if it does. Then you get to chase down the short and try again to cover it so it can't do it again.
