Technology advancement is inevitable, because a single person deciding not to develop it poses little impediment. If Einstein had not thought of his various theories of relativity, they would have been discovered by someone else shortly after, as that was the next progression of understanding.
Elon is a pragmatist. Better to participate where your input can shape the development than to sit on the sidelines and have no control at all.
