1) I don't think the small diameter wheels could tolerate interstate velocities without rapid bearing failure.
2) Also, they'd have no pneumatic 'air spring' capability, no shock-absorption.
3) In a turn, without some facility for castoring, the wheels would just be dragged sideways and scrubbed as the tail came about, as there's no 'wag' built into a two-point mounting.
