I believe that, even with Mexico, PEMEX ships crude oil to Houston by pipeline, where it's refined into finished products, then piped back. Also true for Cuba until our puppet was kicked out.
There are also certain fractions our refineries aren't set up to refine ( and there's been no new refinery construction in the USA for a long time now ), which are exported, while we import certain foreign products. At the end of the day, the balance of trade favors our economy.
