If Oppenheimer acknowledged the existence of ET in print they woud have locked him up in the loony bin because that's what they did back then. Anyone who talked about aliens was dangerous, crazy, a communist, ect.
So he spoke in innuendo, you can do that when you are another level higher intelligence than your "superiors".
He obviously can "get with the program" and still get what he wants, as he did very well in nazi Germany.
