I've always thought that if you could make the hybrid portion extremely efficient then an engine that (efficiently) puts out slightly more power than you'd need on average (on the highway) would work great. Then the engine could run at an optimal load and RPM all the time. No need for an oversized engine, the hybrid part would take over and give you more power when needed.
