Not sure what you mean by "entrenched" but below is a chart I made of the US national regular unleaded price. As you can see big spikes in fuel prices are not uncommon.
The average price for the last 15 years is $2.83 so at $3.14 we are about 11% above average right now. Not bad for peak travel season the summer after lock downs ended.
