That would be true for [a] scaled down light-water reactor[s].
If the smaller reactors were hand-built onsite instead of mass produced as
light water reactors they would need the same containment. Molten salt reactors operate at atmospheric pressure and fail safe.
But they don't make bombs, so there is that. Why are long therms an issue?
