That list is far from a bargain IMO. It's all money we don't have and the gross expansion they are planning is even worse. The only possible way to pay for all of that then and all the planned stuff going forward is to devalue the current dollar with inflation or flat out just print more money. So just as everything costs 10 times what it did 100 years ago will probably be 10 times more expensive in just 50 years now. All the while people continue to give away freedom. Take the building codes referenced. My house was built long before they were installed. My house was built by a shepherd with 4 kids and their own hands, only hand tools, and horses. They could never do that today with all the codes and inspections. They have to hire people they can't afford to build a house that may not suit them as well. As far as, is it built right? Well when those fancy new home with their codes have been here 100 years they can ask my old house that question.
