They place a processing ship in international waters. They then send the trawlers inside territorial waters to illegally catch the fish. Every year authorities catch a few ships and confiscate the fish and fine them. However, fines are built in as the cost of doing business and the ones caught are only a drop in a bucket compared to the boats that avoid being caught.
Chinese processing ships were already navigating on Brazilian territorial waters, not even resorting to trawlers with a more convenient flag.
