Because of the metric "mpg" you have to flip it around to get reduction in fuel used:
15 mpg = 6.67 gal/100 mi
20 mpg = 5 gal/100 mi
((5.00 - 6.67) / 6.67) * 100 = 25% reduction in fuel consumed
Really, mpg is a stupid metric precisely because of this, where 33% improvement in mpg != 33% reduction in fuel consumed.
