The point was that installing solar on a roof isn't as easy as buying panels and components and putting them together. Building codes and such can make it more expensive and more complicated than just installing them on your car or truck.
I would love to have even just a few hudnred watt solar panel on my house to charge cellphones with or something. But it's pretty much out of the question for rules and regulations reasons.
