Depends on the rider.
I have reached speeds in excess of 60 km/h by bike in flat land, but at 53 kg on a 9kg bike there isn't that much energy behind that.
However every crash where you fall over is potentialy deadly as just falling on your head might kill you.
This is a rather minimal risk though, even in the netherlands where cyclling is big, the ratio between people killed by car drivers and bike riders has drivers overrepresented by an insane factor.
However getting run over by a 2 ton heavy vehicle sure is a lot more deadly and harmfull.
I had a crash with a car before while riding a scooter.
That was only a Golf and only at 50 km/h, but I flew over it and was unconcious for minutes.
If I didn't have bones of steel, I would have probably broken a few.
