Biological warfare selects for organisms best suited for the environments they encounter. Variants would occur regardless of vaccination because "novel" flies under the radar. It flies under the natural "immunity" radar, and it flies under the "immunized" radar.
Every single person infected with the virus creates thousands of variants. Most are not viable. The interesting thing isn't "variant" because that occurs every time. The interesting thing is viable variant. That almost never happens.
