The magnitude of both oncoming and crosswind components, would combine to create the 'apparent' wind direction in the vane, indicating the actual relative wind vector experienced from the driver/rider perspective.
Dwyer manufactures a weathervaning Pitot tube pickup for an inclined-manometer airspeed indicator which they market. I had one high on the hatch of the CRX until a hail storm destroyed it.
One challenge to positioning these 'tattle-tales', is getting them into a mounting location which isn't affected by local body flow.
If you've ever seen 'Storm Chasers', you'll remember how they positioned their anemometer / wind direction indicators.
