I thought everything injected has an excess fuel return line any more, the fuel pump should pump more than is needed to run full throttle so there needs to be a bypass somewhere that needs regulation. On the F250, you just add a #8 standard machine washer to the base of the filter housing.
I am not fluent in Toyota. But a programmwble ECU is just a regular ECU with access jacks, there are ways to access the programming because manufacturers need to sometimes modify the base software. On my VW, I can do it through the obd2 port but it leaves tracks that are illegal.
