I am not fluent in Toyota. But a programmwble ECU is just a regular ECU with access jacks, there are ways to access the programming because manufacturers need to sometimes modify the base software. On my VW, I can do it through the obd2 port but it leaves tracks that are illegal.

In case of the Spyder it is not possible to reprogramm the ECU.
People have tried for over 20 years, and it hasn't been done yet.
