The Prius was something like 75% efficient charging L1, and 85% charging L2. Running the fans and electronics for half the time to charge seemed to make a big difference.

For the EPA test the battery is fully charged, sits overnight, and then they run it through the test cycles back to back until the battery is fully depleted. Then they charge it up using the manufacturer's EVSE that comes with the car and measure the kWh into the the EVSE for a full charge.
