Ah, laws must have changed.

I think when I was 15, I just had to take a written test and pay a minimal fee to get the learners permit, which allowed me to drive whenever I was accompanied by an adult licensed driver.

At 16 I just had to pass a written and driving test, pay another fee, and got a full license.

Motorcycle endorsements required a class to be taken if someone was under something like age 25. For a highschooler, the $250 fee for the 2.5 day class was pretty steep, but well worth it.
