'Curb Weight' is a metric that's been used in the United States to describe the actual weight of the vehicle, as delivered from the manufacturer, without occupants or luggage.
It's been used as long as there's been automobiles sold.
There's no 'battery' penalty, or engine penalty, transmission, full-tank, or other.
And it's implied that this weight conventionally represents a 'full tank'.
