I understand conduction as the propagation of heat, not whether the material expands or not or by how much. An internal combustion engine doesn't need a working fluid that conducts heat because it is heated at every point by the burning fuel inside the engine. With an external combustion engine you need to conduct the heat through the heat exchanger and then into the working fluid.
