As long as there is enough Oxygen to react with the fuel, and the Oxygen contained on water is not useful for that purpose, we couldn't rely so much on water inside the engine, even though some moisture occasionally may lead to a more homogeneous spread of the heat within the combustion chamber under some circumstances.
