For the data cloud, I have no clue as to where you'd go for the laser scan needed for CFD. You might call graduate student advisers at schools around the country which support solar race car teams.
If you threw some money at the college or university, they might take your IONIQ on as a graduate research project. I helped Ken Lyons hook up with the Texas Tech University, College of Mechanical Engineering's Aerodynamics Laboratory, for scale-model wind tunnel testing of his Becker-Lyon, BMW land speed record motorcycle streamliner you may have seen on ESPN. They were pleased to have an interesting project, and some underwriting.

The A2 Wind Tunnel in Mooresville, North Carolina would be the lowest cost, at $ 500 /hour. They can handle up to 30-square-feet ( 2.7809 meters-squared ) frontal area. It's a 'contour-wall / ceiling ' design, where CAR and DRIVER conducted their 'DRAG QUEENS' testing. If you'll call them, they have some very interesting things to say about comparative results with two other moving ground simulation tunnels. I'm not comfortable discussing it in public.
Their bigger sister, the Aerodyn Wind Tunnel, has a larger test section, wheel rotation, floor boundary-layer suction, and the facility for 124-data-port interface from the test vehicle.
Both tunnels provide for smoke-flow imaging. You need to bring your own videographer.

The Lockheed-Martin, Marietta, Georgia wind tunnel used to be open to all who could pay. Now that NASCAR is using the Gene Haas Racing Wind Tunnel, you might have a shot at getting in there. It was $1,800 / hour back in 1991. Gene Haas was $ 4,000 / hour a few years ago.
