It only operates when the thermostat calls for cooling, which is only a few months a year.
In the climes which don't require air conditioning, one could leave their T-stat on 'Heat' all year, knowing that it won't cycle until it's called for.
'Technically' they won't 'turn on their heat,' however, they're going to have it on all season, by default.
Isn't the American Bar Association a fine thing?
