County of Kern and so far Washoe have a 3 layer max on raftered roof with plywood sheeting. The limit on my manufactured home was to not exceed 60lb per sqft with 2 ft depth medium density snow. The inspector allowed a second layer of 50 year shingles.
I suspect most people bootleg their re-roof. My current house has a metal roof without associated permits so unless the structure fails..........
