Weak active solar cooling would be using solar heat to dry a dessicant.

ACTIVE SOLAR COOLING - ScienceDirect
In adsorption cooling systems an adsorbent absorbs moisture from the air, then the air temperature is decreased by evaporative cooling. In other words, the air is cooled by first removing moisture then adding it. The drying agents can be regenerated using solar energy. Silica gel and active charcoal are two solid absorbents in common use.
Strong active 'solar' cooling would beam the heat directly to the cold darkness of Outer Space.
