AFAIK barium sulfate is the best white pigment for "cooling", but it's harder to get. Really though I think you just need a white vinyl wrap if you don't already have a white car. The clear coat is only a few dozen microns but preventing sunlight from heating the base coat has to help a little.

A few months ago I rented a white car at the airport on a very sunny day, and I was very surprised that the paint was nearly cool to the touch. Any white paint or wrap is going to be far better than any other color.
