One of the points of debate was one side pushing efficiency subsidies and they kept mentioning weatherstripping. That side kept saying that there was a huge return on making homes more efficient while the other side kept saying it isn't fair to make people pay for other people's improvements.
They would pay for their own improvements if they signed up.
Then they would pay lower utilities.
