Utilities are often given profit-limited to a percentage over operating costs. That creates an incentive to make operating costs as high as possible. If a few loud folks demand renewables, especially if they are politicians, then a utility has every incentive to make that happen to increase operating costs and increase total profit.

If increasing cost to deliver electricity is the only way to expand profits, we shouldn't be surprised when that happens.
