Looks like someone built a rotary motor for small aircraft. Rotax had done that along with others that have faded into oblivion. If you can shove one into a bug or porsche then with a bit of thought it would fit into a typical american car with one cylinder facing down where the oil pan now sits.

Wonder if you have to wind it up backwards to prevent oil hydrolocking.
