I don't remember having seen any similar situation in my country, yet it had recently been enforced a prohibition on adding offal to minced meat, unless it's intended for "industrial" usage. But it might not being enough to prevent unlabelled offal to make its way into processed meat items such as burgers, meatballs or kibbehs.
