You can't carry the speed of a single phase motor below about 40hz. Any slower than about 45hz and the single phase start system may not come up to speed and disengage. Then the motor burns up.
Running at reduced speed most plug in hand tools with DC motors still work fine, just at reduced speeds. Most chargers still work too.
