$4,000 sounds very high.

Here’s a OEM cat. in Georgia. A little over a $1,000 with tax and shipping.

A few hours work at shop rate is not $3,000. More like several hundred. However, there are probably gaskets and maybe some other bits and pieces that need to be added.

Also, aftermarket catalytic converters are available for a fraction of the cost of a oem part. A competent muffler shop should be available to splice it in. (Depending on configuration and what’s damaged)
