Vivek is saying voting day should be a national holiday. Make it a Sunday and a holiday. Preventing dead people from voting should be a simple problem to solve.
I've somehow been mostly persuaded that we should draw a distinction between a citizen and civilian, with citizen having served the country in one or more of a variety of capacities. Sharing in common cause is the only thing that defines the US as a country. Other countries can exist simply because they are a concentration of Japanese people, or French people, not needing a particular creed as the foundation of its existence. The US is among the few countries, and the only giant whose existence is not predicated on race or lineage of people.
