Like CO2, it's most efficient to confine something at the source rather than mitigate after it has become diffuse. With CO2 we call it carbon capture.

*not to be misconstrued to draw equivalence between a so-called undesirable pollutant, and people.

My wild idea was to set the annual number of legal entrants to some high number, and reduce that number by 7 for every non-legal entrant. It plays to the motivations of both sides.
