In order to maintain the visual image scale of a door-mounted mirror reflected in the glass of the more-distant fender-mounted unit, the mirror would have to be 'up-sized', increasing its frontal area, and cutting into savings afforded by being located in 'slower, ' 'cleaner' air.
In the off chance of a collision with a pedestrian / bicyclist, the fender-mounted unit might prove more hazardous.
I never hit anything with the '64 Ghia, and it's fender-mounted mirror was rock-solid once adjusted, although it's lack of any 'housing' certainly must have 'amplified' it's drag.
The 'solution' Subaru XT mirror aerodynamicists came up with ( and borrowed by Tesla, Jaguar, Aston Martin, etc. ) was simply to move the unit away from the door by at least 80mm.
