I did this to my 1999 american toyota corolla and its easy to do. I needed to replace the belt soon anyway. An original size belt cost $27 at the autoparts store while the shorter belt only cost $16. My steering rack is sloppy and needs replacing but that is for another day.
Its noticeably harder to steer but not bad. We used to have an ls400 without power steering. The ls400 was harder but it drove allover the place like that for 7+ years. You had to be moving inorder to turn the steering wheel.
