There are a lot of variables that changed between those two tests. The car, temperature, tire brand, and tire pressure. (Why did he "press up" the 17" LE tires instead of run them at factory pressure?)
No doubt running smaller and lighter tires benefits fuel economy but 10 mpg is an exaggeration.
