1) The concept is meaningless unless Govt. 'revenue' is included in the conversation, exactly as Biden/ Harris have mentioned.
2) Any money 'spent' by the Govt. will generate State Sales Tax revenue, and Federal Income Tax revenue, for those who first receive the funds, at a minimum.
3) For 'general inflation', you'll have to take that up with The Masonic Lodge, and member, Benjamin Franklin, who introduced the concept of FIAT currency to the fledgling United States of America as a matter of policy.
